Premier Insurance Company Limited, a Gibraltar-based motor insurance company, stopped underwriting new business on 31 December 2024. 

On 14 October 2025, the company was placed into administration and is no longer able to pay claims. FSCS declared the firm in default on 14 October 2025 and is stepping in to protect most of the policies Premier Insurance Company Limited sold to individuals and small businesses in the UK. 

The failure impacts over 16,000 policy holders. FSCS will support these policy holders. 

This failure relates specifically to the Gibraltar-based firm and not to the UK broker of a similar name or other UK-based firms with similar names. 

FSCS is working closely with the appointed administrator, Frederick White of Grant Thornton (Gibraltar) (the insolvency practitioner), and the Gibraltar Financial Services Commission to understand the impact of the insurance firm’s failure. We will keep updating this page with the latest developments.

    All car, van and motorbike policyholders if you’ve had notice that your insurance policy will end, you will need to have alternative insurance in place before that date. Motor insurance is compulsory – it’s an offence to use your vehicle without it. 

    You may wish to discuss alternative cover with your broker. If you’re unsure, talk to an insurance broker who specialises in motor insurance policies about replacement cover. You can find one via the British Insurance Brokers’ Association’s 'Find Insurance’ service, or call them on 0370 950 1790

    FSCS and Grant Thornton (Gibraltar) will keep policyholders up-to-date at each stage, most likely by email. 

    Scenarios

    We are still gathering information, but there are potentially initially two types of claims that we will be supporting. 

    1. Premier Insurance Company Limited Policyholder ‘First Party’ Claims – if Premier Insurance Company Limited is your insurance provider and you are making a claim, Grant Thornton (Gibraltar), the insolvency practitioner (IP), will assess your claim instead of Premier Insurance Company Limited. If applicable, they will provide FSCS with details of the amount and payment details. 

    2. ‘Third Party’ Claimant Claims – if you have a claim against a Premier Insurance Company Limited customer’s policy, Grant Thornton (Gibraltar) will assess this. If a payment is due, Grant Thornton (Gibraltar) will provide FSCS with details of the agreed amount(s) and payment details. 

    Please note FSCS does not take on claims handling responsibilities, but we will make any payments approved by the insolvency practitioner, subject to FSCS eligibility criteria. 

FSCS is helping eligible customers who have been affected by the failure of Premier Insurance Company Limited and who had a valid insurance policy when the insurer failed.

We will help by paying claims made against protected policies once payments have been approved by the appointed insolvency practitioner. 

We provide 100% protection for compulsory insurance claims (i.e. third-party motor claims). For other types of claims, our protection is 90%. You can find more information on FSCS protection rules and limits on our website.

FSCS will protect most customers of Premier Insurance Company Limited who are individuals or small businesses with an annual turnover of less than £1m. For motor insurance, protection is only available for eligible customers if the vehicle is registered in the UK.

We are working with the insolvency practitioner and its appointed claims handling agents to process outstanding payments as quickly as possible. We ask that you are patient while we process them. 

When an insurance company fails, FSCS is not responsible for agreeing settlements on outstanding insurance claims. The insolvency practitioner is responsible for this.

From 14 October 2025, all ongoing and new claims arising from insurance policies issued by Premier Insurance Company Limited are the responsibility of the insolvency practitioner. The appointed claims handling agents, Davies Group will handle these claims.

If any personal details have changed, please contact the UK broker representative from whom you purchased your Premier Insurance Company Limited policy.

FSCS cannot provide no-claims (NCB) documents. You will need to contact the UK broker representative from whom you purchased your Premier Insurance Company Limited policy.

The insolvency practitioner gave notice to policyholders, via their brokers, that car, van and motorbike policies would end on 1 December 2025.  

Motor insurance is compulsory. It is an offence to use your vehicle without it. 

Please make sure you have valid insurance cover for your motor vehicle from the date your Premier policy will be/was disclaimed/ended. 

FSCS cannot arrange alternative cover for you. You may want to contact your broker to arrange alternative cover.

In general, for car, van and motorbike policies that were disclaimed/endedon 1 December, no monthly premiums should be taken after this date.   

FSCS cannot give assurances about monthly payments. Please contact your broker if you have any concerns or you are still making monthly payments. 

The insolvency practitioner is working with brokers to identify all customers of Premier Insurance Company Limited who have had their policy disclaimed/ended and are entitled to a pro-rata premium refund for the remaining period of cover.   

The administrator calculates the amount we can pay when your policy cover ends. The refund is a pro-rata payment. The value will depend on how much time was left on the policy when it ended.  

If you're due a return of premium, and are eligible under our rules, your broker will receive a payment from FSCS on your behalf. The level of our protection for payments relating to a return of premium is 90%. 

Your broker will give you the opportunity to use the refund as a contribution towards the cost of a new motor insurance policy with a different insurer. Alternatively, they will arrange to pass the payment on to you. 

Please note that this may not apply if you cancelled your policy or have made a chargeback claim against your bank or credit card provider. If you're not sure, please contact your broker. 

The initial return of premium will be paid to your broker. You may ask that the broker passes the refund they received on your behalf on to you.

For a small number of customers, the insolvency practitioner was unable to arrange for a pro-rata refund to be paid to the current broker.  

 FSCS will pay these refunds directly to customers. 

We are working with the insolvency practitioner to make return of premium payments as close as possible to the date your policywas disclaimed/ended.
